Thread creation rules for the Topical zone

    1. Threads should be focused on a single topic, to the extent reasonably possible.
    2. Headlines are sacred.
    Threads need to be single-subject so that discussion does not become fragmented by attempting to address multiple points which talk over each other.

    Do not add speculative descriptors to thread titles; only certainties.

    If you wish to express your own opinion in a thread title, prepend "Op-ed: " to clarify that you speak for yourself.

    The strictness with which these rules are enforced:
    1. Public - max
    2. Typed - high
    3. Visa - medium
    4. Native - low
    Fewer rules are required at higher levels because membership is more exclusive.
